How to Bring Shadow AI Out of the Dark (Without Slowing Your Team Down)

Somewhere in your organization, right now, an employee is pasting customer data into ChatGPT. They're not doing anything malicious. They're trying to summarize a report before a deadline, draft an email faster, or make sense of a messy spreadsheet. They found a tool that works, and they're using it.
This is Shadow AI. And if you think it's not happening in your company, you're almost certainly wrong.
What is Shadow AI?
Shadow AI is the use of AI tools that haven't been approved or vetted by the organization. Think of it as the AI equivalent of shadow IT, but faster-moving and harder to spot. Employees adopt tools like ChatGPT, Gemini, or countless niche AI assistants on their own initiative, without going through IT, procurement, or security.
The important nuance here: in most cases, employees aren't being reckless. Shadow AI typically emerges because the organization hasn't provided approved alternatives that meet their actual needs. People are simply trying to do their jobs more efficiently. The intent is good. The risk, however, is real.
Why is Shadow AI a problem?
Two things make Shadow AI worth taking seriously.
First, there are data and compliance risks. When employees use public AI tools, they sometimes share confidential or sensitive information, often without realizing the implications. Most free-tier AI tools offer no guarantees about how your data is stored, where it's located, or whether it's being used to train future models. In a world where regulations like GDPR and the EU AI Act are tightening, that blind spot can become expensive.
Second, there's a governance gap. When AI tools are adopted without any central oversight, you lose visibility into what's being used, by whom, and for what purpose. That makes it nearly impossible to apply consistent policies, assess risk, or ensure quality. You can't govern what you can't see.
How do you spot Shadow AI?
Shadow AI rarely announces itself. It surfaces when you start having honest conversations with people about how they work.
The simplest approach: ask. In workshops, team meetings, or one-on-one conversations, ask employees whether they've experimented with AI tools. You'll often find that tools like ChatGPT are being used across the organization, even when they've never been formally approved. People tend to be open about it when the conversation is framed around curiosity rather than compliance.
For a more structured view, tools like Microsoft Defender for Cloud Apps can show you exactly which AI applications are being used within your organization, how many users are involved, and how much data is being uploaded. That gives you a factual baseline rather than relying on assumptions.
How do you tackle Shadow AI?
Blocking tools and sending a policy email is tempting, but it doesn't work. If people are using unapproved AI tools, it's because those tools solve a real problem. Take the tools away without offering something better, and you'll just push Shadow AI further underground.
Here's what works instead.:
- Start by understanding the need. Before you do anything else, figure out why people are using these tools. What tasks are they trying to speed up? What gaps in your current tooling are they working around? This gives you insight into what a good alternative actually needs to look like.
- Offer a safe alternative, and make sure it fits. Providing an approved AI tool is only useful if it genuinely meets the needs you've identified. If the sanctioned alternative is slower, more cumbersome, or less capable than what people found on their own, Shadow AI will persist. The alternative has to be at least as good for the use cases that matter most.
- Set clear, pragmatic rules. Define what's allowed and what isn't, but keep the rules realistic. Overly restrictive policies create friction and get ignored. The goal is to give people a clear framework they can actually follow, not a 40-page document that nobody reads.
- Combine governance with enablement. This is where most organizations stop too early. It's not enough to approve a tool and set some rules. You also need to help people use it well. Train them. Show them what's possible. Help them understand not just what they're allowed to do, but how to get the most out of it. Governance without enablement feels like restriction. Enablement without governance is a risk. You need both.
The bottom line
Tackling Shadow AI is not about cracking down on employees. It's about recognizing that people have found value in AI, and channeling that energy into something the organization can actually support, secure, and scale.
That means getting visibility into what's happening today, making deliberate choices about which tools to offer, and investing in the training and governance that make those tools work for everyone.
